J. Blacklock Wills, Jr.

Chairman and CEO, The Wills Group

J. Blacklock (“Lock”) Wills, Jr. was elected to The Wills Group Board of Directors in 1985. Mr. Wills became the President of The Wills Group in 1988. He was appointed CEO in 1993 and Board Chairman in 1998. Prior to that, he held the positions of Vice President of Marketing, Motor Fuels Department Manager and Area Manager.


Joseph M. Wills


Joe Wills was appointed Executive Vice President of The Wills Group, Inc. in March 2018. Prior to his appointment, Mr. Wills served as President of SMO Energy, Inc.; the Wholesale Area Manager for SMO Motor Fuels and Pricing; and Logistics Manager within Retail Marketing.

Kenneth J. Halperin

Executive Vice President, Finance and Administration, CFO, The Wills Group, Inc.

Kenneth Halperin is the Executive Vice President of Finance and Administration of The Wills Group, Inc., and serves as Chief Financial Officer for the company. Mr. Halperin comes to The Wills Group from Duff & Phelps, a global publicly traded consulting firm, where he served as Managing Director in the Corporate Finance practice. 

Julian Blacklock (Blackie) Wills, III


Julian Blacklock (Blackie) Wills was appointed President of The Wills Group’s Retail Marketing unit on September 1, 2017. The Retail Marketing unit includes Dash In Food Stores, Splash In ECO Car Wash, SMO Motor Fuels, and Potomac Energy Holding, a joint venture with Motiva Enterprises LLC.

Mark Oliver

Executive Vice President, Talent and HR Operations

Mark serves as the Executive Vice President and Chief Human Resources Officer of The Wills Group’s Talent and Human Resources Operations department.


Craig A. Ruppert

Craig Ruppert is president of Ruppert Companies, composed of Ruppert Landscape, which performs commercial landscape installation and management from 19 branch offices in the mid-Atlantic region and Texas and employs over 1,250 people; Ruppert Nurseries, a wholesale tree growing operation spanning more than 600 acres with over 65,000 trees.

Michael D. Hankin

Mr. Hankin was elected to The Wills Group Board of Directors in January 2013. He is President and Chief Executive Officer of Brown Advisory Incorporated, a position he has held since the firm became independent from Bankers Trust/Alex. Brown & Sons on June 30, 1998. He has spent over 25 years assisting a wide range of individuals and institutions with their investment and financial matters. 

Steve L. Owen

Mr. Owen was elected to The Wills Group Board of Directors in January 2010. He practices in the Washington, D.C., and Baltimore, Maryland, offices of DLA Piper LLP. Mr. Owen practices primarily in the areas of mergers and acquisitions, joint ventures, business transactions, corporate and partnership tax planning, real estate tax planning, and business and estate planning for closely held enterprises and their owners. 

Van T. Mitchell

Mr. Mitchell was elected to The Wills Group Board of Directors in 1996. He is the President of MSI, Inc. Mr. Mitchell serves as the Secretary for the Maryland Department of Health and Mental Hygiene (DHMH), appointed by Governor Larry Hogan on January 21, 2015. From 2004 until 2007, Mr. Mitchell held the position of Principal Deputy Secretary of DHMH. Mr. Mitchell previously served in the Maryland House of Delegates for three terms. 

Edward T. Lewis, Ph.D.

Dr. Lewis was elected to The Wills Group Board of Directors in 1989. From 2007 to 2010, he was President and CEO of the Pennsylvania Academy of the Fine Arts. From 1983 to 1996, Dr. Lewis served as President of St. Mary’s College of Maryland. Under his leadership, St. Mary’s earned a top-10 value ranking from Money Magazine and was called “the best liberal arts college in the Northeast” in the U.S. News and World Report’s widely watched lists. 

Simon Pearce

Mr. Pearce was elected to The Wills Group Board of Directors in 2017. He is the Founder and Managing Partner of Fabric Branding, a brand consultancy that’s mission is to redefine how brands can be powerful assets for business success in the digital age.

Stephanie L. Reel

Stephanie Reel was elected to The Wills Group Board of Directors in 2018. She is the Chief Information Officer for all divisions of the Johns Hopkins University and Health System.  Ms. Reel was appointed Vice Provost for Information Technology and CIO for the Johns Hopkins University in January 1999.  She is also Senior Vice President for Information Services for the Johns Hopkins Health System, and Senior Vice President and CIO for Johns Hopkins Medicine, positions she has held since 1994.

Tuajuanda C. Jordan, Ph.D.

Dr. Tuajuanda Jordan was elected to The Wills Group Board of Directors in 2018. She has served as St. Mary’s College of Maryland’s (SMCM) seventh president since July 2014. During her tenure, the Board of Trustees approved A Time for Rebirth, a new three-year strategic plan that builds on the College’s charter as Maryland’s only public honors college and the first of its kind in the nation.
